Housing Opportunities for Persons with AIDS (HOPWA) Program
Several housing and transportation programs are available for people with living with HIV-AIDS. Some housing programs are the: HOPWA, Housing Choice Vouchers, and Public Housing. We will discuss transportation programs later. HUD’s Office of HIV/AIDS Housing manages the HOPWA  program in collaboration with 44 state and area CPD offices in providing guidance and program oversight. The Office works with other HUD offices to ensure that all HUD programs and initiatives are responsive to the special needs of people with HIV/AIDS. One of the primary functions of the Office is to administer the Housing Opportunities for Persons with HIV/AIDS (HOPWA) program through providing guidance and oversight.

HOPWA funding provides housing assistance and related supportive services and grantees are encouraged to develop community-wide strategies and form partnerships with area nonprofit organizations.HOPWA funds may be used for a wide range of housing, social services, program planning, and development costs. These include, but are not limited to, the acquisition, rehabilitation, or new construction of housing units; costs for facility operations; rental assistance; and short-term payments to prevent homelessness. HOPWA funds also may be used for health care and mental health services, chemical dependency treatment, nutritional services, case management, assistance with daily living, and other supportive services.

Under the HOPWA Programs many cities, and towns offer special free or reduced fares on Transportation Services, such as bus tickets and taxi vouchers. Also, many local transit authorities will offer free to reduced fare with proof of diagnoses, or a doctors note from an authorized Health Organization or Health Care Provider. Many of the Local churches such as the Catholic Charities offer some type of transportation assistance. Low rent apartments: the government gives funds directly to apartment owners, who lower the rents they charge low-income tenants. You can find low-rent apartments for senior citizens and people with disabilities, as well as for families and individuals.

 

You can earn no more than the income limit.

Affordable housing solution for those with HIV-AIDS is Section 8 or currently referred to “Housing Choice Voucher Program.” Section 8 is privately owned rental dwelling units participating in the low-income rental assistance program created by 1974 amendments to Section 8 of the 1937 Housing Act. Under the program, landlords receive rent subsidies on behalf of qualified low income tenants, allowing the tenants to pay a limited proportion of their incomes toward the rent. It is also defined as an affordable housing assistance program offered by the federal government, either as rental vouchers which can sometimes be used for assisted living housing or as a “project-based Section 8″ which pertains to a specific building.
